So it would appear that the two base compatibilities in this situation are 10.0 and 10.2. And it would appear that the base capability is the version AND release of the Oracle database. ORA-00721 (See ORA-00721.ora-code.com): changes by release 10.2.0.0.0 cannot be used by release 10.0.0.0.0
ORA-06512 (See ORA-06512.ora-code.com): at "SYS.DBMS_PLUGTS", line 2025
I must admit I'm a little puzzled by the '10.0.0.0.0' as the compatibility for my 10.1.0.4 is set to 10.1.0 but I can't say I'm overly surprised by the result

Same or higher after computing the minimum compatibility level which in his case is 10.0. He's not going from 10g to 9i.
